In a small Texas town near the Mexican border, the residents are terrorized by a paramilitary militia led by Lamont Sperry (Marshall R. Teague). Murder, extortion, and protection rackets are commonplace; anyone who doesn't submit is eliminated.
The mostly illegal residents of the small town cannot turn to the police because they are corrupt, but with collected donations they turn to McQue (Robert Davi).
